The digital economy bill could lead to a fall in the number of places where people can make cheap international calls over VoIP networks.
Mark Jackson, editor-in-chief of ISPreview.co.uk, has claimed that the law will allow people to access wireless networks in a much smaller number of places.
He suggested that the new obligations people with easy-to-access wireless connections will face could put many off offering these hotspots.
"The result [is that it] would make it harder for people to get online, especially in rural areas where smaller communities might be using their own wireless network," he stated.
Mr Jackson said that this could mean people need to use cheap international calling cards to talk to their loved ones.
Lillian Edwards, professor of internet law at Sheffield University, recently claimed that universities, libraries and small businesses will be liable if someone uses their internet connection to breach copyright law, which may see fewer public Wi-Fi areas remaining in place.
